I wouldn’t have said they were about Authority, but about the perpetual tension between the individual and the group, or the minority and the majority. Which may be another way of talking about authority, indeed.

the first time i heard of the tall poppy syndrome was from the notaire that sold me my house in France… he asked me, ‘do you how we grow all the sunflowers in france to the same height?’. and i said no. and he said, ‘we like to cut the heads off the tall ones.’
